Technology Sector Lead

Chief Technologist for ITG. He has over forty years experience evaluating technology and building and managing engineering  development  of  intelligence information systems, data acquisition systems and signal and data processing systems. He is experienced in the full life-cycle of system engineering activities, including pre-proposal marketing, proposal development, team building, system requirements specification, system engineering, risk management, system design, system and software development, system integration, test and evaluation, installation, field operations and process improvement.

INDUSTRY EXPERIENCE:

  • Corporate Management – Chief Technology Officer and Chief Engineer for Northrop Grumman Information Systems Civil Systems Division (a $2.5B organization). Responsible for Technology strategy, development, IR&D and engineering programs and processes within the Civil Systems Division, a $2.5B operating unit of NGIS. Managed a staff of twelve technologists and the CSD Future Technology Leaders. Managed $4M IR&D, and the CSD System Engineering Associates (SEA), Future Technology Leaders (FTL) and Technology Fellows Programs. Developed and implemented processes and procedures for system engineering, cost estimation/modeling and technology reviews.

 

  • Systems Engineering – led Systems Engineering efforts on large (>$1B) IT Systems within the NGIS Civil Systems Division. Previously, led SETA tasks on Navy acoustic signal processing programs. Directed Systems Engineering efforts on development programs for NGA to include system architecture design for the IC ITE.

 

  • Project Management – managed system and software development projects for the Navy, DARPA, Department of Treasury, Security Exchange Commission, Defense Intelligence Agency, National Geospatial Agency and foreign military customers.

 

  • IT System and Software Development – responsible for architecting, designing, developing, demonstrating, testing and fielding numerous data collection and analysis systems.

 

  • Process Improvement – led process improvement efforts for CMM, CMMI and Six Sigma for multiple software development programs. Responsible for process improvement tasks to CMM and CMMI levels 3, 4 and 5.
